November 4, Minister for Penitentiary, Probation and Legal Assistance delivered a public lecture at the Ilia Chavchavadze State University. During the talk he covered such issues as the second wave of democratic reforms in Georgia and changes taking place in the penitentiary system. Majority of those present at the public lecture were students of business and law faculties. Dmitry Shashkin presented reforms of the second wave which are already carried out or are still in the process of realization. He also mentioned new legislative project of constitution, strengthening of independent court system, election reforms, support of media pluralism, reform of penitentiary system and new detention codex which is directed towards rehabilitation of convicts, their integration in the society and development of a probation system.

Shashkin answered all questions and the meeting continued in a dialogue mode. Ilia Chavchavadze State University and the Ministry of Penitentiary, Probation and Legal Assistance signed a memorandum of cooperation. Based on the memorandum the University declared itself ready to support the Ministry in carrying out educational reforms in the penitentiary system.
